& Tony F. De Alicante
Tony F. De Alicante was born in Portland, Oregon. He earned his Bachelor of Business Administration at Pacific Lutheran University, Tacoma, Washington, and his Masters in Business Administration and Juris Doctor at Willamette University, Salem, Oregon. While at Willamette, he served as an extern for the Oregon Supreme Court. In 2002 Tony completed his LL.M in Taxation at Georgetown University Law Center.
Tony left private practice and entered active duty service as a Navy Judge Advocate General (JAG) in 1992. His was first assigned to Naval Legal Service Office, Long Beach as Defense Counsel, Command Services Officer, and Claims and Legal Assistance Department Head. He transferred to Naples, Italy in 1994 as Legal Assistance Division Officer, Tax Officer and Defense Counsel.
In 1996, Tony reported to JAG Headquarters (OJAG) as worldwide manager for the Navy’s electronic tax filing program and acting Head of the Navy’s Tax Branch for Legal Assistance, OJAG’s sole advisor on tax matters. He served as a member of the Armed Forces Tax Counsel, drafted the tax program manual subsequently adopted by all military services, spoke annually at national conferences for the tax filing industry, and served as an IRS instructor. Tony transferred to National Security Agency (NSA) in 1998.
At NSA, Tony served as Civil and Criminal Litigation Attorney, Administrative Counsel to Agency management, and as Agency Tax Counsel. He departed the Agency in July 2001 with a perfect win record in 150 cases. Tony next attended the Naval War College in Newport, Rhode Island, graduating in 2002 with distinction and was awarded the B. Franklin Reinauer II Defense Economics Prize for his writing on the economics of coalition building. He served as Command Judge Advocate onboard USS DWIGHT D. EISENHOWER (CVN 69) from July 2002 to June 2004. In July 2004, he reported as Senior Prosecutor in Pearl Harbor, Hawaii, deploying from there as Deputy Staff Judge Advocate, JTF GTMO, Guantanamo Bay, Cuba. Tony reported as Staff Judge Advocate for Naval Submarine Base New London in December 2005.
In 2006, he accepted a commission as a Commander with the Navy Reserves, returned to Central Oregon and worked as a Vice President and trust Officer of US Bank before reentering private law practice in Central Oregon where his practice consisted of formation and sale of business entities, business and corporate transactions, contract law, and complex trust and estate planning. After being recalled to serve in Iraq for a year, Tony served for a year as Staff Judge Advocate for the Admiral in charge of the seven-state Navy Region Northwest. This was followed by a year assignment with the Defense Institute of International Legal Studies (DIILS) as Rule of Law In-Country Program Manager in the Democratic Republic of the Congo, supervising and building education programs in partnership with U.S. State Department and its partner contracting entities, and instructing the Congolese military in topics including human rights, international law, ethics and democracy.
Tony returned from active military duty at the end of 2012, was assigned as a law instructor with Naval Justice School, and then founded De Alicante law Group in the beginning of 2013. In May 2013 Tony was selected for promotion to Captain and was assigned as the Reserve Commanding Officer of Region Legal Service Office Japan beginning December 2013.
